The City of Santa Barbara was granted sovereign tide and submerged lands in trust in 1925 for the establishment, improvement, and conduct of a harbor, for the construction, maintenance and operation of wharves, docks, piers, slips, quays, and other utilities, structures, and appliances necessary or convenient for the promotion of commerce, navigation, and fisheries, and for the establishment and maintenance of bathhouses and bathing facilities. The grant was amended in 1937 to provide for the additional trust uses of a public park, parkway, highway, or playground. In 1975, the grant was amended, in part, to expand existing trust uses and to include additional trust uses for the protection of wildlife habitat, the improvement, protection, and conservation of the wildlife and fish resources and ecology, open space, the enhancement of the aesthetic appearance of the granted lands and the area, control dredging or filling of the granted lands, and prevention of pollution of the granted lands.
