The Commission’s practice is to issue a statewide announcement for a project that includes the factors the Commission may consider when selecting a contractor. These factors are based on the nature of the project, the needs of the State, and the project’s complexity and unique requirements. Firms may submit their Statement of Qualifications in response to these announcements. Instructions and guidelines for SOQ requirements may be found here.
