The City of San Mateo was granted sovereign salt marsh, tide and submerged lands in trust in 1915 for the establishment, improvement, and conduct of a harbor and for the construction, maintenance and operation of wharves, docks, piers, slips, quays, and other utilities, structures, and appliances necessary or convenient for the promotion and accommodation of commerce and navigation. In 1976, the grant was amended, in part, to include additional trust uses for the development, establishment, and implementation of a shoreline park plan, for the preservation, maintenance, and enhancement of the lands in their natural state and the re-establishment of the natural state of the lands so that they may serve as ecological units for scientific study, as open space, and as environments that provide food and habitat for birds and marine life and that favorably affect the scenery and climate of the area.

The City is required by Section 6306 of the Public Resources Code to complete an annual financial statement and standardized reporting form for trust lands on or before December 31 of each year.
