Platform Holly Decommissioning Project

The Commission, as lead agency under the California Environmental Quality Act, has prepared a Notice of Preparation (NOP) to prepare a Draft Environmental Impact Report (EIR) for the Platform Holly Decommissioning Project. The Commission has prepared the NOP to solicit public, tribal, and agency comments, in writing or at the public meeting, as to the scope and content of the environmental analysis and mitigation measures to include in the Draft EIR.

The public comment period is from January 22 to March 6, 2026.

Two hybrid NOP Scoping meetings will be held on February 19, 2026, at the Goleta City Hall. One will be held at 2 p.m. and another at 6 p.m.. Zoom links for the meeting will be posted on this site at least two weeks before the meeting.
