November 7, 2025 Special Meeting Highlights

Lieutenant Governor Kounalakis chaired the Commission’s November meeting, which was a special meeting held in San Francisco in lieu of the originally scheduled October 14 meeting that was canceled because of extreme weather. The staff reports informing the Commission’s actions and the Executive Officer’s Report contain additional information about meeting actions and updates on offshore oil and gas decommissioning and wind energy, climate change and sea level rise preparedness, and much more.

Summary

Ormond Beach Power Generating Station

The Commission extended a lease amendment for an intake and discharge conduit associated with the Ormond Beach Power Generating Station until December 31, 2026, and approved a $1.5 million contribution agreement with GenOn, the generating station operator. Staff will present a funding distribution plan at a future meeting.

Rincon Oil and Gas Decommissioning Project

The Commission authorized an addendum to an Environmental Impact Report for the Rincon oil and gas decommissioning project to account for a donated parcel known as Coast Ranch that is part of the property where the onshore operations occurred. The donation will improve public access to this beautiful coastline.  

Pacific Airshow: Huntington Beach

The Commission accepted a $274,758 deposit from Pacific Airshow to mitigate the impacts of the Coastal Act on public access and wildfire prevention from past unpermitted airshows in Huntington Beach. The donation will be deposited into the Commission’s Kapiloff Land Bank Fund.

Platform Esther Offshore Oil and Gas Decommissioning

The Commission accepted two offshore oil and gas lease relinquishments from DCOR, LLC associated with Platform Esther and issued DCOR, LLC a maintenance and monitoring lease while it plans for decommissioning the platform. The Commission’s action returns offshore lands to the California Coastal Sanctuary and supports the state’s goal of transitioning away from fossil fuels.
