In 1943, the City of Avalon was granted sovereign tide and submerged lands in trust for the establishment, improvement and conduct of a harbor, for the establishment and construction of bulkheads or breakwaters, and for other utilities, structures, or appliances that promote or accommodate commerce and navigation. In 1963, the grant was amended to allow additional uses including the establishment improvement and conduct of small boat harbors, marinas, aquatic playgrounds and similar recreational facilities and for parks, playgrounds, bathhouses and bathing facilities, recreation and fishing piers, and public recreation facilities. In 1978 the grant partially reverted to the state and the waterward boundary was amended from three miles to 1,000 feet offshore.

The City is required by Section 6306 of the Public Resources Code to complete an annual financial statement and standardized reporting form for trust lands on or before December 31 of each year.
