The City of Pittsburg was granted sovereign tide and submerged lands in trust in 1937. In 2006, the original grant and its amendments were repealed and replaced with a new granting statute that allowed the land to be used for public trust purposes and in conformance with a land use plan. In 2011, the 2006 grant was repealed and a new grant was enacted that expands the grant to include lands that annexed to the City in 2009. The trust lands must be used for public trust purposes and, on or after January 1, 2017, be in conformance with a land use plan approved by the Commission.

City of Pittsburg

The City is required by Section 6306 of the Public Resources Code to complete an annual financial statement and standardized reporting form for trust lands on or before December 31 of each year.

Beginning June 30, 2012, the City is required by Chapter 422, Statutes of 2011, Section 3(d) to submit 20 percent of all annual gross revenues generated from the trust lands be transferred to the Commission, and requires the Commission to allocate 80 percent of those revenues to the General Fund and 20 percent to the Kapiloff Land Bank Fund for management of the Granted Lands Program.

The City is required by Sections 4 and 5 of Chapter 422, Statutes of 2011, to submit a Trust Lands Use Plan by January 1, 2017, and a report of trust uses every five years thereafter, beginning September 30, 2022.
