In response to staff and public concerns, staff reviewed topics related to the City of Newport Beach’s mooring and residential pier permit programs beginning in January 2024. At the Commission’s August 21, 2025 meeting staff presented a draft report with analysis, findings, and recommendations about these programs. This draft report was made available for public comment through October 31, 2025. After taking public input into account, staff presented the final report at the Commission’s December 16, 2025 meeting.
This report is focused on the City’s discretionary actions regarding both mooring permits and residential pier permits and identifies potential legal violations so that the City may review its management and make corrections as needed.
