The City of Mill Valley was granted sovereign tide and submerged lands in trust in 1959 to establish, improve and operate a harbor, an airport or aviation facilities, and to construct, maintain and operate wharves, docks, piers, slips, quays and other utilities, structures, facilities and appliances necessary or convenient to promote and accommodate commerce and navigation.

The City is required by Section 6306 of the Public Resources Code to complete an annual financial statement and standardized reporting form for trust lands on or before December 31 of each year.
