Draft Report on the City of Newport Beach’s Public Trust Lands Management

At the August 21, 2025, Commission meeting staff presented a draft Report on the City of Newport Beach’s public trust lands management that summarizes the analysis and findings from staff’s review of the City’s management of mooring permits and residential piers on granted public trust lands in Newport Bay. The analysis and recommendations in this report are intended to provide guidance for how the City should review and revise its residential pier and mooring programs, and how to analyze additional issues related to the City’s management of its granted public trust lands. This report is in draft form, and staff are accepting public comments on this report until Friday, October 31, 2025 at 5:00 p.m. Comments can be emailed to GrantedLands.Public@slc.ca.gov. Staff anticipate presenting a final report at the December 2025 Commission meeting.
