The California State Lands Commission conducts its procurement activities through the State of California’s centralized contracting systems. Current and historical Commission contract opportunities are published on CaleProcure, the State’s official procurement portal administered by the California Department of General Services (DGS). Search for our current and historical bidding opportunities under department 3560.

How to Do Business with the State of California
The Commission follows statewide procurement requirements established by DGS. Vendors are encouraged to review the resources below before responding to Commission solicitations.
- Register on CaleProcure
Create and maintain a vendor profile to receive notifications for applicable contracting opportunities. - Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) Certification
Certification is administered by DGS and supports participation in applicable contracting methods and outreach programs; certification is not required to register or compete for all State contracts. - CalVet
Supports the statewide DVBE Program by providing expertise, advocacy, and technical assistance to help agencies increase DVBE participation, and by serving as a point of contact through the CalVet DVBE State Advocate (Military and Veterans Code § 999.11). - Additional Resources for Small Businesses Provided by the Office of the Small Business Advocate (CalOSBA)

For certain procurement activities that do not require formal advertisement on CaleProcure, the Commission uses internal vendor distribution lists to support outreach, market research, and informal solicitations, as permitted by State policy.Vendors may request inclusion on applicable distribution lists by contacting the Commission at CSLC.Solicitations@slc.ca.gov. Inclusion on Commission distribution lists supports outreach and market research but does not replace CaleProcure registration or guarantee notice of all opportunities.

Our SB/DVBE-First Approach
The Commission operates within an SB/DVBE-first culture.
Each procurement begins with outreach to certified SB/DVBE firms and a deliberate effort to fulfill the scope through applicable preference and participation programs when feasible.
These practices are embedded in our Policy and Procedure Manual, reinforced through ongoing buyer training, and supported by active management oversight. Rather than relying on a stand-alone policy statement, the Commission integrates SB/DVBE-first principles into its daily procurement operations.
Vendors are encouraged to maintain active certification and vendor profiles to maximize visibility during outreach and market research activities.
