The City of Redondo Beach was granted sovereign tide and submerged lands in trust in 1913 for the establishment, improvement, and conduct of a harbor and bulkheads or breakwaters, for the construction, maintenance, and operation of wharves, docks, piers, slips, quays, and other utilities, structures, and appliances necessary or convenient for the promotion or accommodation of commerce and navigation and the protection of the City. In 1971, the grant was amended, in part, to include additional trust uses for marine-oriented commercial and industrial uses and purposes, transportation and utility facilities and betterments incidental, necessary, or convenient for the promotion and accommodation of these uses, for the construction, reconstruction, repair, maintenance and operation of public parks, public playgrounds, public bathhouses and public bathing facilities, public recreation and public fishing piers, and for small boat harbors, marinas, aquatic playgrounds, and similar recreation facilities and all works, buildings, facilities utilities, structures, and appliances incidental, necessary or convenient for the promotion or accommodation of these uses.

The City is required by Section 6306 of the Public Resources Code to complete an annual financial statement and standardized reporting form for trust lands on or before December 31 of each year.
