Bidlog 2007-014  Santa Barbara Channel Hazards Removal Mitigation Monitoring Program

Pursuant to Government Code § 4526, the California State Lands Commission (CSLC) announces its intention to hire an environmental services consultant to implement the Mitigation Monitoring Program in accordance with the California Environmental Quality Act [PRC §§ 21000 et seq.] (the CEQA) for the Santa Barbara Channel Hazards Removal Program in Santa Barbara and Ventura Counties, California.  It is anticipated that funding for the Hazards Removal Program will be available in FY 2008-09 through 20011-12 under the Coastal Impact Assistance Program (CIAP) established under section 384 of the Energy Policy Act of 2005.  The relevant background materials for this solicitation are listed below:

A & E Contract Pre-Qualifications

California Code of Regulations Title 2, Division 3, Chapter 1, Section 2980.3 requires that the Executive Officer of the State Lands Commission  annually solicit statements of qualification and performance data for the purpose of securing architectural, landscape architecture, engineering, environmental, land surveying, and construction project management services.  Below are listed the Request for Pre-qualification for Architectural and Engineering and Environmental Consulting.

The Commission maintains lists separately based on the pre-qualification criteria for the two solicitations.  It is the practice of the Commission to issue, prior to engaging a firm for a specific project, a statewide announcement for the project including a list of relevant factors, if any, that may be considered in selecting a contractor for that particular project.  Such factors shall be considered according to the nature of the project, the needs of the State and the complexity and special requirements of that specific project.  Firms that have pre-qualified will automatically receive solicitations wherein the Commission has determine from their submissions that they have the necessary project experience and expertise, and in the case of architectural or engineering firms, licensing and certifications, to successfully perform the work being requested.  This does not preclude a firm from completing the pre-qualification and the project specific solicitation at the same time.  All specific projects will be advertised in the State Contracts Register and in selected professional publications.
